The actions of a philandering United States President provoke a gruesome murder and carefully orchestrated cover-up. When a professional burglar witnesses the crime and comes away with crucial evidence, he becomes the target of a manhunt by the President's advisors. Rebuffed in his attempt to reconcile with his estranged daughter, the burglar decides to leave the country. He sees the President at a news conference rant about violence. The burglar decides to stay and attempt to pin the blame for the murder where it belongs.
